The judge is dealing with a writ plea filed by Rachna TV. The petitioner questioned the order of the police authorities in refusing permission for conducting the event from November 15 on the ground that the High Court had earlier issued such directions not to grant permission for dharnas and other meetings.

Senior counsel R Raghunandhan Rao appearing on behalf of the petitioner pointed out that the earlier order was based upon a concession made by the State in an earlier writ complaining of nuisance due to use of sound systems etc.

The judge made clear in his Wednesday’s order that the police would impose conditions in keeping with the earlier directions and permission be granted subject to an undertaking by the petitioner that it would abide by the stated conditions.

The judge directed the petitioner to file an affidavit that there shall neither be any traffic congestion nor local residents being disturbed by high decibel sounds.
