Then your joy is short-lived, because the Fire department is not issuing NOCs (No Objection Certificates) to old buildings that do not comply with NBC (National Building Code) norms. And without Occupancy NOC, GHMC will not issue a regularisation certificate.

Without amending Section 13 of Fire Services Act, 1999, NOCs cannot be issued, stated an official of Telangana Fire Services department while speaking to The Hans India on Monday. According to him, most of the apartments or commercial complexes (above 15 metres of height) that were built after 1999 do not fulfill NBC norms. This issue was brought to the notice of the government and a decision is awaited, he added.

With government introducing BRS, property owners have been making a beeline to the head office to obtain relevant documents, but were returning disappointed.

Speaking to The Hans India, G Rajashekar Reddy, a builder, who has done a handful of ventures in the city, stressed the need to relax the existing rules to obtain Fire NOC. Thousands of property owners were willing to legalise their constructions under BRS, he pointed out.

Builders and realtors are visibly peeved with the government for announcing BRS decision without bothering about complex rules in Fire department. Time is running out since only two months deadline has been given to city residents to submit their applications. Decision should be taken on priority basis as far as issuing of Fire NOCs is concerned, they feel.

Meanwhile, there is no problem for apartments that are below 15 metres of height. Property owners should seek fire NOC from GHMC, where the Commissioner is authorised to take a call. Buildings (G+4 mostly) that do not have major deviations could obtain Fire NOC after fulfilling required norms, stated an official from Fire wing of GHMC.
