Telangana objective is to channelize the energies of youth for constructive activities and wean away them from unsocial activities. It is working under the control of Youth Advancement, Tourism and Culture (YS) Department, an administrative Department of Secretariat. It implements suitable Youth Welfare Programmes in accordance with the changing aspirations and needs of the youth.

The Andhra Pradesh Society for Training and Employment Promotion - APSTEP had been established in the year 1990 under Societies Registration Act,1350 Fasli(UAP) and brought under the control of Youth Services Department in the year 1996.After bifurcation of the state in the year 2014, the Telangana State Society for Training and Employment Promotion came into existence.
Schemes
Rajiv Yuva Shakthi
Rajiv Yuvashakthi is a Self Employment Scheme launched on 19th November 2004 by Government of Andhra Pradesh for the benefit of unemployed youth aged between 18 to 35 years.
The scheme is implemented with the following criteria:
Age: 18 to 35 years
Subsidy: 50% of unit cost subject to a maximum of Rs.30,000/-
Bank Loan: Not less than the subsidy component ( Average Rs.70000)
Educational Qualifications: 10th Pass or Fail / Vocational Course (SC/ST/Physically handicapped may be given relaxation up to 5th Pass)
Project Cost: 1.00 lakh (One Lakh)
The Annual Income limit of the family of the beneficiary shall be below Rs. 50,000/-
The Asset oriented activities of Industry/Transport and Service Sectors such as Food/Forest based processing units/Handicraft Manufacturing/Physio theraphy Centers / Clinical Laboratories / Autos etc. depending upon viability.
Units such as Tractors, Cabs, Light Commercial Vehicle, Autos, Auto Trolleys, Computer and DTP Centres, Concrete Millers, Bakery, General Engineering, Handlooms, Handicrafts, Flour Mills etc. are established by beneficiaries.
Youth Empowerment Programmes
It is organizing various Youth Empowerment Programmes with the participation of youth like Youth Leadership Training Programmes, Youth Exchange Programmes, Youth Festivals etc.

District level competitions will be organized in the months of October/November. The First prize winners of District level competition will participate in the State level competition. The Winners of State Level Competitions will be sent to participate in the National Youth Festival which will be held in different states as decided by Government of India. This coincides with Swamy Vivekanada Birthday.

Youth Exchange Programmes
To facilitate the youth of one district to know about the culture and Development of other Districts, the Department is organizing Inter District Youth Exchange Programmes every year. The Youth contingent from one District will be sent to another District to encourage them to visit various historic places, industries and other important Developments in the District. An amount of Rs. 25,000/- per District is allocated for the Youth Exchange Programme.
Apart from the above programmes, the Department is organizing from time to time, Youth Leadership Training Programmes, Seminars, Workshops, similarly Youth Exchange Programmes, Aids Awareness Camps, Health Camps, Blood Donation Camps etc., are organized in association with active youth clubs and youth associations.
Youth Hostels
Presently there are 7 Youth Hostels in the State. They are located at Secunderabad, Tirupathi, Vijayawada, Visakhapatnam, Warangal, Nagarjunasagar and Vizianagaram. The Construction of Youth Hostel at Kadapa is in progress. These Youth hostels are constructed by Government of India. The state Government Provides 1.5 to 2.00 acres of land free of cost, amenities to the hostels like water, sanitary, approach roads, compound wall etc., accommodation will be provided to the youth @ Rs.50/- per day per candidate.
Success Stories
Smt. Sunita Devi a resident of Hussaini Alam, Old Kabutar Khana, Hyderabad aged 34 years has established a beauty parlor with the financial assistance provided by the Department amounting to Rs.1 lakh involving a subsidy of Rs.30000/- and bank loan of Rs.70000/- in the year December 2013 under Rajiv Yuva Shakthi programme .

The loan was provided by Central Bank of India, Chetta bazaar branch,Hyderabad . She is making a profit of Rs.5000 per Month for herself and providing employment to 2 persons by paying a salary of Rs.3000/- .Now she is trying to expand her business by selling the beauty products.
Earlier to the establishment of the beauty parlor,she was working in another beauty parlor and receiving meager amount and had to face lot of financial problems.
