Hyderabad: The Telangana State government has set a new tradition in the process of preparing annual budget.

In what could be one-of-a-kind experiment, Chief Minister K Chandrashekar Rao on Saturday sought suggestions from all Heads of Departments (HoDs), senior officials and advisors to the government on allocation of funds for the development and welfare programmes in the proposed budget- 2016-17. The budget will be presented in the Assembly during the budget session to be held by January-end.

All the Cabinet Ministers and officials, including Special Chief Secretary (Finance), Pradeep Chandra, and the officials of Planning Department attended the first session of the Cabinet meeting held for more than four hours.

Sources said Chandrashekar Rao explained to the Ministers and officials about the government’s priorities which include irrigation and Water Grid programmes. He told his Cabinet colleagues that the government had proposed to allocate Rs 25,000 crore for irrigation projects alone. It accounts for 50 per cent of the total allocation of the planned budget.

The officials explained to the Chief Minister the increasing gap between revenue generation and growing public expenditure. Responding to it, Chandrashekar Rao is said to have asked the officials to maintain fiscal discipline by cutting down on non-plan expenditure and optimum utilisation of funds earmarked for the programmes.

The Finance department officials presented a detailed report on the expenditure incurred by various departments in the last nine months and the necessity of the requirement of more funds for the continuation of all schemes in the last quarter of 2015-16 financial year.

Ministers brought to the notice of the Chief Minister the delay in the execution of some programmes due to financial crunch. Mission Bhagiratha, Mission Kakatiya , two bedroom housing and drought were also discussed in detail in the meeting.
