The Total Sanitation Campaign is a central programme that is renamed as Swacch Bharat Mission (SBM) Grammena with effect from 02-10-2014, to achieve a clean India by 2019. The Government has given utmost significance for providing sanitation facilities to the rural community on the lines of SBM (G), to achieve clean Telangana by 2019, as part of the programme, the Government constructs household toilets in rural areas, as most of the households were lacking IHHLs, as result there is greater impact on women and suffering the pain with silence. To ensure privacy and safety to women, the Government has underlined the paramount importance for the construction of IHLLs in rural households. Apart from the construction of IHLLs, the Government focused on ensuring integrated sanitation i.e Solid Waste Management (SLWM) in rural parts of the State.

Under the programme, the Government taken up IHHLs for BPL and APL families, construct Community Sanitary Complexes, ensure Solid Waste disposal systems and build up capacities on information, education and communication.

To achieve 100% rural sanitation the Government has taken up Individual Household Latrine (IHHLs), Community Sanitary Complexes, under SBM(G).

The Government implemented SBM(G) project in convergence with MGNREGA in the State for IHHLs, to facilitate the BPL beneficiary for construction of IHHL, with a total incentive of Rs.12000/- . Out of 5,87,838 IHHLs targeted during 2015-16, 1,25,043 IHHLs were completed and 1,62,000 IHHLs are under progress and an amount of Rs.128.81 crores incurred under SBM(G) programme in the State.

Community Sanitary Complexes (CSCs)

Community Sanitary Complexes be constructed at Public places like markets, bus stands etc. The Government constructs 141 CSCs during the year 2015-16 and they are in progress.

Solid and Liquid Waste Management(SLWM)

The Solid and Liquid Waste Management (SLWM) is to be taken up with project mode in the State for each GP initially in GPs, where IHHLs are completed / going to be completed 100%.

As part of the programme, 4614 dump yards are identified in GPs during Gram Jyoti Programme. Individual Household Soak pits and Community soak pits are being taken up under MGNREGA programme.

Urban Development

As per 2011 census, the urban population of Telangana is 13.61 million, representing about 38.88% of total population of 3.50 crore compared to 31.51% at all India level. The level of urbanization has increased by 7% points in the State. Hyderabad is 100 percent urban district, followed by Rangareddy district with 70.23 percent urbanisation. Mahaboobnagar has the lowest percentage of an urban population with 14.99 percent. District wise percentages are given in the chart.

There are 6 corporations, 2 Special Grade Municipalities, 8- I Grade Municipalities, 15 - II Grade Municipalities, 12- III Grade Municipalities and 25 - Nagar Panchayats, a total of 68 Urban Local Bodies (ULBs) in the State.

State government is focussing on mitigating serious challenges with urban related issues like in-migration, settlements in slums and continuous growth, and increased pressure on basic amenities like housing, roads, water supply, sanitation, solid & electronic waste management, pollution, electricity and other issues like healthcare etc., in all urban areas in general and especially in GHMC areas, as more than half of the urban population lives in GHMC areas.

Swacch Bharat Mission (SBM)

The Govt of India has launched the flagship program Swachh Bharat Mission with the vision of ensuring hygiene, waste management and sanitation across the nation as a tribute to Mahatma Gandhi on his 150th birth anniversary to be celebrated in the year 2019 and program for Telangana would be named as Swachh Bharat - Swachh Telangana

The Government will make all the cities & towns open defecation free, totally become clean, sanitized, healthy, and liveable, ensuring and sustaining good public health for all the citizens under Swachh Bharath- Swachh Telangana programme.

Under SBM, totally 334630 Individual Households toilets are proposed in 68 ULBs in 5 years with estimated cost Rs. 501.95 Cr (@15000/- per unit), of which 14508 IHHLs are completed and a target is set to complete by 30000 by 31st March 2016.

1038 Community toilet units are proposed at an estimated cost of Rs 33.74 Cr, of which 5 community toilets were completed and targeted 10 to be completed by 31st March 2016.

Solid Waste Management will be taken up, with Rs. 260.32 Cr under PPP mode. Capacity building is taken up with Rs.7.91 Cr. and IEC Rs.31.85 Cr. to be an integral part of the Swachh Bharat Mission.

The Government is determined to Open Defecation Free wards by 2019. Out of 1961 wards in the ULBs of the State, 337 wards have been declared as open defecation free wards.

Municipal Solid Waste Management

All the ULBs in the State collect the solid waste and manage the solid waste by following ways. The vision of the Solid Waste Management in Telangana is “ to equip the Telangana cities with efficient, environmentally friendly and sustainable waste management system with the complete safe collection, treatment & disposal facilities”.

• The door to Door collection and transportation of waste generated.
• Waste minimization and production of recycling of waste
• Engaging stakeholders in implementation.
• Processing, treatment and disposal of waste
• Strengthening the capacities of the ULBs
• State level institutional arrangements & programme support.

Some ULBs in the State such as Miryalguda, Tandur, Suryapet, Jagityal, and Warangal Corporation are striving to achieve zero garbage towns (there is no waste left for land filling status). Miryalguda and Tandur Municipalities have converted their waste processing sites into beautiful Parks in which people are spending their leisure time. Apart from the above, the Warangal Corporation, Jagityal, Suryapet, Bhogir, Nalgonda, Kodad and Adilabad Municipalities have started composting of organic waste.
