Non-availability of required government land and the reluctance shown by the MLAs, including ruling party legislators, to shift their existing office-cum-residences to the newly planned permanent buildings, has brought the programme to a grinding halt.

The TS government had recently started a new chapter in the field of administrative governance by proposing to provide hi-tech facilities to each of the MLAs, on par with the ministers, with the construction of new 'camp office' in their own constituency headquarters at a cost of Rs 1 crore, for which the State Roads and Buildings department was appointed as the implementing agency.

District Collectors were entrusted with the job of identifying the suitable lands in the headquarter of each Assembly segment. The Chief Minister also instructed the Collectors four months ago (in February) to scout for the suitable land.

The 'camp office' was to be equipped with hi-tech facilities like broadband network and digital video conference facility which would be linked with CM's camp office and State Secretariat directly.

A top official of the Roads and Buildings department told The Hans India that not a single proposal was received from any district in the State so far.

"District officials informed the department that scarcity of government land in each constituency headquarters was the main hurdle to speed up the programme. Many legislators are asking the Collectors to identify suitable land in and around the locality where they already have their own office-cum-residence,” the official said.

"And it is very difficult to find a piece of land admeasuring 500 square yards in the urban areas since no specific allocations were made for land purchase. Identification of land in the GHMC area has also been a stumbling block," the official added.

Congress MLA SA Sampath Kumar said that he identified some land in his Assembly headquarters - Alampur - which is very near to his existing office and informed the same to the authorities. But the officials were yet to respond.

In some cases, MLAs from both ruling and Opposition parties have pleaded with the government to construct the buildings in the premises of either Municipality, Revenue or Panchayat Raj offices to facilitate them to address people’s issues instantly.
