Hyderabad: Chief Secretary Rajiv Sharma on Monday called upon bureaucrats to exchange and innovate ideas, so that the best practices can be implemented.

The Chief Secretary was speaking at a workshop on replication of PM-awarded good governance initiatives by the Department of Administrative Reforms (DARPG) here on Monday.

“A large-scale and wholesale change is difficult to get. We have to exchange ideas, so that they do not repeat in the development cycle.

If the programmes are exchanged, it could reduce the efforts of others,” said Rajiv Sharma. If a State has come up with an idea and while the other States are in the process, the idea can be exchanged to minimise the time, he added.

Stating that the government was moving towards citizen-centric reforms, Rajiv Sharma said it was a difficult and challenging task in the present system. “Bringing anything that is new is a challenge.

Chain management requires convincing stakeholders, local politicians, general public, funding agencies and anyone who is affected by that change,” observed the Chief Secretary. Speaking on the occasion, Chairman, Court of Governors, ASCI Padmanabhaiah listed out the schemes by different States in the country.

He said that ‘Sakala project’ started by Karnataka was adopted by 20 States. ‘Sakala’ was brought for delivering of services and went on modifying it to improve it. Presently 47 departments are providing 420 services and 150 of them are provided online.

Padmanabhaiah said there should be continuity in the schemes and the successor should make efforts to continue them. He informed them about the innovative scheme of ‘Hum Chuyenge Aasmaan’ by Madhya Pradesh, which aimed to empower women in sports.
