Hyderabad: In order to solve legal disputes surrounding unauthorised structures in the city, Greater Hyderabad Municipal Corporation (GHMC) is all set to form a “Building Tribunal” comprising a legal luminary (of the stature of a High Court judge) who would be assisted by town planning experts, including structural engineers and planners.
Corporation Commissioner B Janardhan Reddy said that some builders were exploiting loopholes within the Municipal Act and had been approaching various courts to obtain stay or injunction orders whenever the GHMC officials tried to take action against violations.
He said as many as 3,500 structures in the city were embroiled in legal wrangle and opined that builders violating norms and manipulating the courts had been going ahead with their construction activities across the city.
Reddy said that the proposal to constitute a “Building Tribunal” has been pending with the State government for approval. “This tribunal will put an end to the conventional methods followed by the Corporation and speed up demolition of unauthorised structures,” he said, adding “We are hopeful of getting a positive decision in the next couple of days.”
The Commissioner said that the GHMC had identified 861 unauthorised structures and demolished 463 till date. He said notices had been issued to the remaining structures.
He also said that the Corporation had identified 1,997 dilapidated structures of which 752 had been demolished and 96 repaired. He said around 200 dilapidated structures were under court cases. He said he had directed the Assistant City Planners to file counter affidavits in all pending court cases immediately for vacation of status quo/injunction orders.
The GHMC Commissioner further said that he had also instructed Assistant City Planners and Executive Engineers to inspect the structures regarding safety and structural stability. He also asked officials to complete the process and submit a report by August 3, pointing out that the unauthorised structures would be demolished from August 6.
