​New Delhi: Members of the Telangana State and Andhra Pradesh Panchayat Raj Chambers led by their president Y V B Rajendra Prasad here on Monday met the Union Minister for Panchayat Raj Narendra Tomar and sought release of funds to the Mandal Parishads and Zilla Parishads of the two Telugu States.

They also called on Union Ministers M Venkaiah Naidu and B Dattatreya to bring to their notice that the 14th Finance Commission had not released any funds at all to these local bodies.

Later, speaking to the media, Rajendra Prasad said that as many as 1,092 Mandal Praja Parishads and 23 Zilla Parishads had been deprived of funds after the advent of the 14th Finance Commission.

It led to the representatives of 15,986 Mandal Parishad Territorial Constituencies, 1,196 Mandal Praja Parishad , 1,190 Zilla Parishad Territorial Constituencies, and 23 Zilla Parishad Chairpersons being reduced to notional heads of the local bodies having no power to initiate any work.

They were not in position to undertake crucial developmental works, like rural roads, drinking water supply and sanitation, etc. for the rural population. This deprivation of funds was a sabotage of the provisions made under the 73 and 74 amendments to the Constitution.

While appreciating the allocation of Rs 8,600 crore to the Gram Panchayats by the Centre through the Finance Commission, Rajendra Prasad lamented non-allocation of funds to the other local bodies and sought Rs 15,000 crore for AP local bodies and Rs 9,000 crore for Telangana State for its local bodies.

It was not a new demand, but only what the previous 13th Finance Commission had done, he said, reiterating that the fight for the same would continue.
