​Hyderabad: The State government has found an interim solution to meet the problems that may arise from the shortage of staff once the new districts come into existence from Dasara this year.

To overcome the problem, the government is creating a new system called “e (electronic)-offices” in every district for the smooth functioning of the administration.

Under the new system, the administration would be run on electronic system which would address public grievances through online in the districts where there would be shortage of official staff. The new system would come into existence as soon as the new districts become a reality.

The e-office system would help people to submit their applications online to the department concerned’s in-charges in the head office. Within a stipulated time, the officials would dispose of the applications.

State CCLA (Chief Commissioner of Land Administration) Raymond Peter told ‘The Hans India’ that people need not to go to the district office once the system comes into force. The administration through e-system would also be extended to revenue division, mandal and village level in a phased manner.

The Secretaries of all departments will have access to the e–office at the Secretariat and will monitor the performance of the officials from time to time. Before introducing the system, all the revenue, panchayat raj, civil supplies, planning and agriculture department and officials of other important wings would undergo training in the e-office system.

As there is huge shortage of IAS and IPS officers in the State, the small districts would function without Collectors, Joint Collectors and Superintendents of Police (SPs) initially. Deputy Collectors would be appointed as in-charge of the district administration until the allocation of required staff to each district.

Meanwhile, the government has already begun the exercise of upgrading the existing posts in all departments and is assessing the number of promotions that are to be made and the details of additional staff that needs to be recruited in each district.

All the departments have already been asked to submit the cadre strength in the existing 10 districts and the requirement of staff after the formation of new districts.

Service matters of district-level officials would be taken into consideration before they are transferred to other districts. As the State government is planning to scrap the zonal system, the officials of all departments would be separated as district and State cadre only.
