Hyderabad: Telangana has got a raw deal from the Centre with regard to the development of Naxal-dominated districts under the special development programmes meant for Left Wing Extremism-affected districts this year.

Although the government has forwarded proposals involving an outlay of nearly Rs 1,500 crore for road development and improvement of public health and education facilities, the Union government has not released any funds so far this financial year.

Khammam, Adilabad, Karimnagar and Warangal have been brought under the category of LWE-affected areas in Telangana. The total number of Naxal-dominated districts in the country is 106, spread over 10 states. The development schemes for LWE-affected districts were introduced in 2006.

After the BJP- led NDA came to power, the Union government halted the programme in 2015-16 and re-introduced it with some modifications from this financial year. The schemes have been called as Integrated Action Plan (IAP) / Additional Central Assistance (ACA) and Road Requirement Plan (RRP) for Left Wing Extremist (LWE)-affected districts.

Top officials of the State Roads and Buildings department told The Hans India that on the instructions of the Union Ministry of Road Transport and Highways, the State government had sent proposals to improve the road network in four Naxal-dominated districts at a cost of Rs 1,200 crore.

The proposals include laying of two- lane roads connecting tribal areas and construction of bridges in Khammam and Adilabad districts. Plans to develop road networks between remote villages and urban areas in Karimnagar and Warangal were also included.

The officials of the concerned departments have been pursuing the issue of the release of funds with the Union government, but in vain for the last four months. The other Naxal-dominated states --Jharkhand, Chhattisgarh and Bihar got their due share in the first two quarters of this year.

Sensing the Centre is not ready to release funds in the near future, the State government has decided to prepare fresh proposals to seek central funds. The State Home Department has begun a study to identify the LWE-affected districts among 31 in the State.

As the geographical area of each naxal-dominated districts changed after the formation of new districts, the number of LWE-affected districts are likely to increase, officials added.
