Hyderabad: The Power Distribution Companies (Discoms) of the State would have to purchase 2,250 MW power between February and April 2017 to meet the demand from consumers under various categories.
The Power Coordination Committee of southern and northern discoms would process the tenders submitted by the power generation companies located in the southern region of the country. The TSPCC has issued a notice in this regard.
The tenders should be submitted by January 19. Bids would be opened on January 24 and scrutiny done the same day to select the power supplying company. Power would be purchased for the period from February 16 to April 30 on the basis of short-term tenders.
According to the notice issued by TSPCC, power required is 250 MW from February 16 to 28 for seven hours; 250 MW from March 1 to 15 for 12 hours; 500 MW from March 16 to 31 for 12 hours; 750 MW from April 1 to 15 for 12 hours, and 500 MW from April 16 to 30 for 12 hours.
All the generators and trading licencees are qualified to participate in the bidding process. The source from which the supply is offered should be located within the southern region and must have achieved Commercial Operation Day and shall be in commercial operation on the date of submission of tender.
The bidders shall submit the tender through e-bidding portal (DEEP) only, before the time and date indicated in the tender document. They would be able to participate in the e-bidding events on making payment of the requisite fees of Rs 500 per MW per requisition.
The delivery point is Telangana State Periphery for all the bidders and for Intra-State Transmission of power, the interconnection point of seller with Telangana periphery will be taken as the delivery point.
The bidders are required to submit EMD for the maximum capacity which they wish to offer at the rate of Rs 30,000 per MW per month on round-the-clock (30 days, 24 hours) basis and the same shall be reduced on pro-rata basis in case the bids are invited on hourly basis, in the form of bank guarantee or e-bank guarantee.
The tariff should be constant and there should be no escalation during the contract period.The demand for power in the State is hovering around 8,200 MW per day in the past few days and it would rise in summer. The discoms are purchasing about 200 MW of power from the power exchanges every day to meet the shortfall in supply from the power generation companies, which have PPAs.
Officials of the power distribution utilities are expecting that the demand for power would reach 9,500 MW in the middle of the summer due to increased demand for power from all sectors like domestic, commercial, industrial and agriculture. Due to winter, the demand from the domestic sector has been less during the past two months.
