​Hyderabad: The High Court at Hyderabad sought certain legal clarifications from the Telangana State Advocate General and the counsel for TDP leader A Revanth Reddy in regard to conferring Cabinet rank to Parliamentary Secretaries, Advisors and Chairmen of various government corporations and adjourned the hearing by one week. Revanth Reddy filed a public interest litigation (PIL) petition challenging the conferring of such Cabinet status.

The division bench comprising Acting Chief Justice Ramesh Ranganathan and Justice Shameem Akhter asked Telangana AG K Ramakrishna Reddy to assist the court in the case.

Senior counsel L Ravichander, appearing for the petitioner, contended that Article 164(1A) of the Constitution mandated that the total number of Ministers, including the Chief Minister, must not exceed 15 per cent of the total strength of members of Legislative Assembly.

He recalled that the High Court had earlier in another public interest litigation had found fault with the Telangana State government in conferring the Cabinet rank to Parliamentary Secretaries.

Since the Constitution provided for only 15 per cent of the strength and the permissible limits were apparently breached, the bench wanted to know from the counsel under which provisions of law or business rules these appointments and conferring of Cabinet status and perks were being made.

The High Court at Hyderabad has directed the District Collector and Superintendent of Police of Kurnool district to submit detailed reports on the action taken so far to prevent illegal sand mining in Handri river by next Tuesday and it also warned that if they fail to submit the reports, they would have to appear personally.
