​Hyderabad: Appointing District Welfare Officers as in-charge Executive Directors to Telangana Scheduled Castes Cooperative Development Corporation Limited (TSCCDL) has affected the implementation of several schemes meant for Scheduled Castes.

TSCCDL is instrumental in implementation of schemes relating to generation of self-employment, providing minor irrigation facilities, land purchase and distribution for the landless poor among the SCs. Similarly, schemes under animal husbandry, infrastructure development, skill development are also implemented by the TSCCDL. It is also the nodal agency in rolling out Pavala Vaddi Scheme, and also conducts awareness programmes among the SC population in the State on various benefits provided for development by the State and Central governments.

As part of the implementation of these schemes Executive Directors (ED) of the TSCCDL at the district level have to work in coordination with Revenue, Irrigation, Housing, Energy, Education, Industries, Finance, Animal Husbandry and other government departments and agencies. However, for several years the district level ED posts have been left vacant.

“Instead of filling the vacancies, the government has made the District Welfare Officers as the full time in-charges to run the show,” sources said.

The basic duty of welfare officers being administration and maintenance of schools and hostels and having no experience in multi-tasking functions dealing with government departments and agencies and handling varies subjects are not apt to fill in the position of EDs, sources reported.

“Though proposal to fill the vacancies has been sent to the government so far no decision affecting proper implementation of various schemes has been taken,” sources added.

“This has resulted in the in-charge EDs from the welfare departments not able to cope with their new roles causing delays in the implementation of the schemes,” said a senior official.
