Hyderabad: Determined to ensure implementation of welfare and development programmes successfully ahead of 2019 elections, Chief Minister K Chandrashekar Rao has made some key changes in the functioning of the administration.
While all the IAS officers, who have been appointed in key positions, including District Collectors, are given freedom in implementing the programmes, the Chief Minister has now decided to personally monitor the performance of these officials.


District Collectors have been asked to send status reports in regard to the implementation of flagship schemes – double bedroom, Mission Bhagiratha, Mission Kakatiya, irrigation projects, sheep rearing and fish farming - every fortnight to his camp office. To ensure speedy execution, the officials engaged in the development programmes have been given freedom take decisions, if necessary, to complete the tasks entrusted to them on a war-footing.

Top officials told The Hans India that KCR would directly monitor the government programmes through regular interaction with the officials. KCR asked the officials to bring to his notice the hurdles or difficulties in the way of executing one or the other work at every stage. It is learnt that he was unhappy with the slow pace of implementation of certain schemes taken up by Housing, Animal Husbandry, Irrigation, Rural water supply, Agriculture and all welfare departments.

At the recent District Collectors’ conference, KCR enquired the officials over the delay in execution of works as scheduled and told them not to bow to political pressure in executing programmes and identifying the beneficiaries under various schemes.
KCR has set a target for the officials to complete the Mission Bhagiratha, revival of 45,000 water bodies and lakes and the completion of 2 lakh double bedroom houses, distribution of three acre land to all poor Dalits and establishment of all announced Gurukulam residential schools for BC, SC and Minority communities by 2018 end.

The officials could meet below 40 per cent target set by the government in implementation of schemes, it is said.
Secretaries of the departments were asked to hold regular reviews with district officials and ensure early release of funds. “The Chief Minister directs the officials to ensure that no programme is delayed because of financial crunch.

Finance Department has been asked to release funds to all key departments,” a senior official said. KCR will also hold day-long brainstorming sessions with the heads of each department every month to ascertain the status of implementation of programmes at grassroot level.
