HMDA to cough up 32 cr as penalty
In yet another setback, the Hyderabad Metropolitan Development Authority (HMDA) has been asked to pay Rs 32 crore towards penalty by the Japan International Corporation Agency (JICA), the funding agency for growth corridor projects on Outer Ring Road (ORR).
Hyderabad: In yet another setback, the Hyderabad Metropolitan Development Authority (HMDA) has been asked to pay Rs 32 crore towards penalty by the Japan International Corporation Agency (JICA), the funding agency for growth corridor projects on Outer Ring Road (ORR).
The failure on the part of the HMDA to complete the projects on schedule prompted the JICA to impose penalty. It may be recalled that the HMDA had paid Rs 20 crore as penalty for the same reason in the past.
The HMDA under Hyderabad Growth Corridor Limited has taken up projects which include installation of toll management system (TMS), highway traffic management system (HTMS) and Hyderabad city intelligent transport system (ITS) on a stretch of 158 km on the Outer Ring Road.
The JICA extended a loan of Rs 3,122 crore for the projects. Some of the projects should have been completed simultaneously along with ORR development and some others within 18 months after the completion works on the ORR.
When asked for comment, HMDA Commissioner T Chiranjeevulu said the JICA had sought payment of commitment charges of Rs 32 crore because of the delay in utilising the funds extended by it as a loan. The HMDA, he said, had taken issue with the JICA.
When asked about the delay in execution of projects, the HMDA Commissioner said it was not unusual. But the officials in the HMDA said the delay in executing the projects was caused by the delay in acquisition of land, change in design and legal issues.
