Following this, the Election Commission has asked the Electoral Registration Officers (EROs) of various Assembly constituencies to identify such high security places, so that it cangive specific instructions.

  • Tablets given to field-level staff for carrying out the task are becoming dysfunctional with signals being obstructed in high-security areas
  • With this, the task of conducting door-to-door survey has been severely affected

Speaking to The Hans India, an ERO said a new procedure has been adopted for the current revision of electoral rolls. Accordingly, the BLO shouldconduct door-to-door survey and enter voters’ details using a 4G enabled tablet between 8 am to 7 pm. Identity of each tablet has beenpaired with the area of the polling booth with the help of GPS.

The data base accepts voter details sent via the tablet only if they come from the designated location and from the tablet which has been paired with the polling booth and within the specified timings.

This new procedure to revise electoral rolls has been facing technical hitch when it comes to areas with jammers installed for security reasons. ``Staff deployed for revision of electoral rolls are unableto do their job. The jammers are obstructing the signals and the staff are unable to do the job,” said a senior official.

For instance, jammers have been installed at a temple at Kacheguda for security reasons. The electoral revision has slowed down in the areas adjacent to the temple. So is case with the area around State police headquarters, defense areas near Golkonda, and in Secunderabad.

When contacted, the Malakpet ERO V Vijayabhaskar said the issue had been taken to the notice of the higher-ups.
Another senior official said the election commission took cognizance of the issue and it wanted to give specific instructions to solve the problem. ``This could be stopping jammers for an hour or two, so that the staff can carry out updating the revision of electoral rolls in the areas where jammers are in place for security reasons,” he said.
