Hyderabad: Clearing the air on the government teachers’ recruitment, the State government on Tuesday notified rules for the process, enabling the Telangana Public Service Commission (TSPSC) to take up the task.

The TSPSC will issue notification for recruitment in the next 10 days to set the ball rolling for the much-awaited recruitment process. This will give relief to nearly 5 lakh government teacher job aspirants.

The government in the past had announced many times that it would recruit about 8,700 teachers for the government schools, but it was delayed.

According to the order issued on Tuesday, the recruitment process will take 31 existing districts into consideration. According to an order issued by the Education Department, Teachers Rules, 2017, will apply to all categories of teacher posts in government schools, Zilla Praja Parishad schools and Mandal Praja Parishad schools.

The appointment authority would be the District Educational Officer of the district concerned (districts here refer to the Revenue districts formed and reorganised by the State government on October 11, 2016.)

The recruitment will be made through a selection process as decided by the TSPSC. Out of the total marks of Teacher Recruitment Test, 20 per cent weightage will be given for Teacher Eligibility Test (TET) score, for all the posts, except for School Assistant (Physical Education) and Physical Education Teacher, the order said.

The Teacher Recruitment Test (TRT) would be conducted by the TSPSC. The TSPSC will issue notification for direct recruitment for the posts of teachers in accordance with the orders issued by the government duly notifying the vacancies as per the requisition furnished by the Commissioner and Director of School Education for the 31 revenue districts.

The age qualification will be in accordance with the TSPSC rules. The rule of reservation to local candidates is applicable and the provisions of Telangana Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order (Presidential Order) 1975 and amendments should be followed strictly.

The number of candidates selected shall be equivalent to the number of vacancies notified, the rules said. There shall be no waiting list and posts if any unfilled for any reason whatsoever shall be carried forward for future recruitment.

Due to the confusion on the number of districts, the TSPSC and the government had held prolonged discussions for the past few months on the teacher recruitment issue. The TSPSC wanted clear information from the government on the issue and the order issued on Tuesday put an end to the discussion.

The new rules also clarified on the pass marks obtained in Andhra Pradesh Teacher Eligibility Test (APTET) / Telangana Teacher Eligibility Test (TSTET) / Central Teacher Eligibility Test (CTET). While the maximum marks in APTET/TSTET and CTET are 150, the passing marks for OCs will be 90, for BCs it will be 75 while it would be 60 marks for SC/ST/Differently Abled.

The APTET scores obtained before the appointed day of 02.06.2014 will only be considered. The selection of candidates shall be on the basis of combined marks secured in the Main Examination to be conducted by the TSPSC (80 per cent) and TET (20 per cent) in all categories of posts except SA (Physical Education) and PET for which selection will be 100 per cent based on the Main Examination conducted by TSPSC.
