A bill seeking to establish the Universities for Research and Innovation Bill- briefly known as Innovation Universities Bill- was introduced on May 5, 2012 in the Lok Sabha. It was also aimed at setting up of benchmarks for excellence for other institutions of higher learning through path-breaking and promoting synergies between teaching, learning and research. A Parliamentary Standing Committee (PSC) on Human Resource Development had gone through the Bill and submitted its report recently which raised some issues on certain features of the proposed Bill. The HRD Minister MM Pallam Raju has discussed the issue with the stakeholders. Subsequently, a panel has been mooted which will look into Parliamentary Standing Committee recommendations and suggest changes and create a road map with a specific time frame.
