New Delhi: The Supreme Court on Wednesday expressed displeasure over paucity of teachers in Telangana and directed the state government to commence the process of appointment of teachers in primary schools within three weeks.

"This is a state of absolute adhocism and uncertainity. We can't understand as to why there are no teachers at schools in the villages...we are compelled to comment.

If we feel something and don't say anything, then it would be hypocritical," a bench of Justices Dipak Misra and PC Pant said after perusing an affidavit filed by the Telangana Chief Secretary.

The apex court also voiced dissatisfaction over the Chief Secretary's affidavit and said it refers to "many aspects which have nothing to do with our previous orders." The bench said it was obligatory on the part of the state to see that teachers are appointed in schools and proper education is imparted to students.

Stating that an educational institution becomes dysfunctional in the absence of educators, the bench said that teachers working on ad hoc basis can also participate in the selection process for teachers.It fixed the matter for next hearing on December 8 when it will examine the issue with regard to functioning of toilets in schools.
