RTI (Right To Information) has its specified limits and can ill afford universal application. Why go up to apex court level? Can the contents of the so called ACRs(Annual Confidential Reports) written by a superior reviewing officer on his subordinate in administrative and other allied services be made transparent?

Certain norms are to be followed, in the interests of toning of the efficient working of an organisation and RTI has no application in such matters. RTI,in such instances sure to prove that it's role to be highly destructive and detrimental to the administrative unit itself.
