The simple reason being Bollywood movies are banned in the state!

In a call given by an extremists group in the year 2000, all Hindi movies were banned in Manipur.

The makers are trying hard to break that jinx. In the words of PeeCee, "Mary is using her might, I'm using mine and the production is using theirs, hope it happens."
An alternate solution would be to dub the movie into Manipuri, let's see what happens..
