Hyderabad: Hundreds of people were seen loitering on the lawns of Lake View Guest House where AP Chief Minister N Chandrababu Naidu was busy signing MoU with Union Minister for Power Piyush Goyal on Tuesday. Many felt they were casual visitors seeking to meet the Chief Minister to greet him on the occasion of completion of 100 days in the office. But a brief enquiry of the crowd revealed that they were tainted officials ranging from village-level officer to the rank of an assistant director seeking to meet Naidu to bail them out from the cases. They wanted Naidu to convert their cases into departmental/disciplinary inquiries instead of a trial in the ACB special courts. Around 400 officials of various ranks, led by seniors, met the Chief Minister and submitted individual memorandums.

“Some of the officials were deliberately trapped by the seniors and some were booked for disproportionate assets, which are found to be false. The cases are pending since two years and the accused official is left in the lurch without salary or posting,” said an officer of assistant director rank from Krishna district.

“The ACB after booking cases is delaying in filing the charge sheet or in sending their reports to their superiors. This has been causing mental agony,” said a VRO from East Godavari. The cases since last three years were pending without any action, he added According to ACB officials, the number of cases increased to 468 during 2013 as against 184 in 2012 in the undivided State. Out of the 468 cases, 341 pertain to trap cases, 21 disproportionate assets, four criminal misconduct, 37 regular enquiries and 13 discreet enquiries, while 52 were surprise checks.

As many as 647 persons, including 366 gazetted officers, 241 non-gazetted officers and 50 corporation employees and private persons were involved. The Bureau has been able to secure convictions in a large number of cases in all the special courts for ACB cases. During the year 2013, 41 cases ended in conviction out of 97 cases. The percentage of conviction was 42.28.

The ACB was also able to secure punishments in 73 cases out of 127. The government issued dismissal orders against 45 accused officers based on the convictions by trial courts and recommendation of Tribunal for Disciplinary Proceedings.
