The Women Commission on Security (WCS) on Saturday suggested setting up of a three-digit emergency helpline exclusively for women, 24x7 single stop support centres for redressing their grievances including cases like dowry harassment, domestic violence, sexual assault and child victims under POCSO (Protection of Children from Sexual Offences Act).
The committee, which submitted the interim report to the Chief Minister K Chandrasekhar Rao on Saturday, said such centres at district level and three in GHMC area could be set up immediately. These centres would act as a single window for redressing the grievance of woman and take care of the issues pertaining to cases that come under POSCO Act.
It also recommended setting up of women help desks in all the police stations with women police and professional counselors apart from setting up of Forensic Science Labs (FSL) in Hyderabad and at Karimnagar, Warangal, Nizamabad and Mahabubnagar. It asked the government to strengthen the DNA laboratory in the capital city. The committee also said 33 per cent reservation for women at all levels in the State police force should be ensured.
The committee, headed by senior IAS officer Poonam Malakondaiah, has made 77 recommendations on the policy changes and steps needed to be taken by the government on the issue. Poonam said the final report would be submitted in next 60 days.
The committee after holding several rounds of discussions with the stakeholders said a specific timeline for every stage of investigation should be fixed and Fast Track courts in all districts should be constituted. It further said video conferencing should be made mandatory for rape victims during hearings. The committee favours Women Rakshaks on the lines of Delhi Police in Police Commissionerates and District Head Quarters.
It further stressed the need for strict compliance to the Standard Operating Procedures (SOPs) in all cases relating to crime against women and children. There is a need for a special unit in every district headquarter to deal with cases of sexual violence and children in a sensible manner and on priority. The committee recommended introducing 'She Taxis and Autos' driven by women for women passengers with advanced safety features like real-time vehicle tracking, emergency safety maps. It asked the government to encourage the auto and taxi drivers and owners, to fix GPRS system linked to a Central Control Room on the lines of Delhi model. It also recommended making amendments to Transport Motor Vehicle Rules for the fitment of GPRS system in auto rickshaws.
Setting up CCTV cameras at all important bus stations and wire mesh separating women and male commuters, more number of women specials with increased frequency were among those recommended for strengthening the public transport for safe travel for women.
