Kakinada: Zilla Parishad Chairman Namana Rambabu said that funds worth Rs 5.61 crore were sanctioned for constructing new buildings of panchayat raj, mandal resource buildings and renovating old buildings under the Rajiv Gandhi Panchayati Swashaktikaran Abhiyan (RGPSA) scheme. Addressing a review meeting on RGPSA at the zilla parishad meeting hall in the town on Friday, he said that under the first phase, Rs 12 lakh each were released for constructing 24 new panchayat buildings and Rs 3 lakh each for carrying out the renovation works of 28 village panchayat buildings.

Rambabu said that the construction and repair works should be completed by March 31 next year. He warned the officials concerned with stringent action if there was any delay. He said that steps would be taken to supply sand for construction works from the sand reaches in Rajahmundry. The panchayat raj institutions would be strengthened in the district and training would be imparted to the elected ward members at the mandal resource centres, he said.

Rambabu said that the officials of the engineering department and MPDOs should take special interest in ensuring that the buildings were constructed on time. He said that if the building and repair works were completed on time, the Central government would release additional funds for the purpose.

In his speech, RGPSA scheme consultant Ch Kumaraswamy said that the targets fixed for the financial years 2013-14 and 2014-15 should be reached by March 31. He asked the officials to take up the construction and repair works immediately. He said that toilets should be provided in each building at a cost of Rs 30,000. He said that the Rural Water Supply (RWS) superintending engineers has already called for tenders and these tenders would be finalised by the end of this month. He said that the bills would be cleared if the basement, lentil, slab and roof were completed and the details pertaining to them were sent to the district planning officer. The executive officer and the sarpanch should open a joint bank account, he said.

District Planning Officer K Anand said that funds would be released for strengthening basic infrastructure facilities in villages. He said that there should not be any delay in taking up repair works of the panchayat department. The drinking water problem should be solved by next summer, he said and added that tenders would be called for taking up development works in the villages.

Anand said that finding sand for construction works has become a major problem which has to be looked into.
Responding to this, the zilla parishad chairman assured him that sand would be supplied for taking up works relating to the construction government buildings. He said that excepting in Rajole, there was no problem in scouting for land for constructing new buildings.
