Centre launches IT mass literacy programme in Telangana
The Department of Electronics and Information Technology (DeitY), Ministry of Communications and Information Technology, Government of India, has approved the “Scheme for IT Mass Literacy”. One of the core objectives of the national policy on IT is to make one person in every household in the country an e-literate.

Information Technology, Electronics & Communications (ITE&C) Secretary Harpreet Singh officially launched the program in Telangana State on Saturday and explained the importance of digital literacy to citizens in rural areas. He has distributed Tablets to 40 Meeseva operators (VLE's) who have come from four pilot mandals.
ESD Director B Sridhar and CSC SPV CEO Dr Dinesh Kumar Tyagi have signed an MoU in the presence of Harpreet Singh. Joint Collectors Sarfaraz Ahmed (Karimnagar) and Dr Preeti Meena (Nalgonda), Special officer GADA Hanumantha Rao participated in the program and assured full support at district level.
The four pilot mandals in four districts were identified as Gajwel (Medak), Suryapeta (Nalgonda), Sircilla (Karimnagar) and Achampet (Mahabubnagar). A total of 30,000 people will be trained under NDLM-IT Mass Literacy program (7,500 per mandal) in first phase. NDLM learning centers will be setup in these locations accessible to people where training will be imparted and assessments would be done.
The brand name for the mission in Telangana would be ‘Prati Inta e-Sakshatha’. The objective of this program is to make a person IT literate so that one can operate a computer, mobile phone and other basic digital devices, send and receive emails and search Internet. There are two categories L1- 20 hrs course and L-2 40 hrs course for citizens.
This program enables to identify non IT literates in the age group of 14- 60 years and train them. A count of 10 VLE's (Meeseva Operators) from each mandal have been identified to carry out a survey to identify the non IT literates. A count of 60,000 people will be surveyed in these mandals to identify 30,000 beneficiaries.
A count of 40 Tablets have been distributed to these VLE's loaded with NDLM Application so as to facilitate the process in which the NDLM beneficiary data is collected digitally and submitted to NDLM server. For BPL families a wage loss compensation of Rs 300 for L1 category and Rs 600 for L2 category training has been provisioned. NDLM beneficiary survey at Telangana is estimated to be completed by 10th of January 2015 and training of the beneficiaries is targeted to be completed by March 31, 2015.
