New Delhi: The government will set up an authority to administer and monitor scholarship as well educational loan schemes, Arun Jaitley said."With a view to enabling all poor and middle class students to pursue higher education of their choice without any constraint of funds, I propose to set up a fully IT-based Student Financial Aid Authority to administer and monitor scholarship as well educational loan schemes, through the Pradhan Mantri Vidya Lakshmi Karyakram," Jaitley said.

"we have launched the Deen Dayal Upadhyay Gramin Kaushal Yojana for which Rs 1,500 crore has been set apart. Disbursement will be through a digital voucher directly into the qualified student's bank account," the minister said. An amount of Rs 68,968 crore has been allocated to the education sector, including mid-day meals. Jaitley announced the Atal Innovation Mission with an initial fund of Rs.150 crore for research and development.

New IIT, IIMs

The government on Saturday announced the setting up of an IIT in Karnataka along with IIMs in Jammu and Kashmir and Andhra Pradesh."In the fiscal year 2015-16, I propose to set up an IIT (Indian Institute of Technology) in Karnataka, and upgrade Indian School of Mines, Dhanbad into a full-fledged IIT," Finance Minister Arun Jaitley said while presenting the Union Budget in the Lok Sabha here.

The minister, who gave a speech for over one and a half hours, also proposed to set up a Post Graduate Institute of Horticulture Research and Education in Amritsar.The government also announced the setting up of a Self- Employment and Talent Utilisation (SETU) mechanism to support all aspects of start up businesses, and other self- employment activities, particularly in technology-driven areas. An amount of Rs 1000 crore is being set up initially in NITI Aayog for SETU.
