Hyderabad: Andhra Pradesh Electricity Regulatory Commission (APERC) on Monday ratified the Discoms’ claim that the entire power generated by Krishnapatnam and Hinduja thermal power plants belonged to the AP government and there was no need to share it with Telangana State in accordance with the AP Reorganisation Act. The officials of the APERC told newsmen that the entire power generated from the two units (2x800 MW) of Krishnapatnam Thermal Power Station (KTPS) and Hinduja project with 1,040 MW installed capacity would be used by AP Discoms only.

To this effect, the Commission included the power from the two projects in the requirement of power projected in the ARRS filed by the utilites. The utilites projected the power requirement at 58,191 Million Units, while the Commission approved 54,225 MU. Under the power sales category, the utilities sought permission for 50,485 MU and the commission gave nod for 47,386 MU which included the power generated from the two thermal projects. The officials said since the two power projects were ready to sell power at Rs 4 per unit , the discoms preferred to buy the power at cheaper prices.

The official document of ARRs (Average Revenue Requirement), said that “100 per cent power allocation share of Hinduja and Krishnapatnam considered for AP.” The two plants account for 15,581 MU for the next 15 months and this was taken into consideration while preparing the ARRs.

Telangana State government has been demanding 53.89 per cent of power from KTPS in accordance with the Reorganisation Act but AP refused it. The AP government was arguing that the power-sharing formula itself was a faulty and had not taken all aspects into account. While, the Telangana State government claimed it invested Rs 1050 crore in the two projects.
