One rank one pension
The principle of One Rank One Pension for the Armed Forces has been accepted by the Central government. The modalities for implementation are being discussed with various stakeholders and are presently under consideration of the Government. The principle of One Rank One Pension for the Armed Forces has been accepted by the Central government. The modalities for implementation are being discussed with various stakeholders and are presently under consideration of the Government. One Rank One Pension (OROP) has been a long standing demand of ex-servicemen's associations and relates to payment of uniform pension to defence forces personnel retiring in the same rank with the same length of service, irrespective of their date of retirement.
Total number of beneficiaries or OROP will be known once the modalities are approved. Possible amendments to the pension policies are being examined with a view to reduce litigation for removing disparities in pension of various ex-servicemen. Nearly 25 lakh families are likely to be benefited by the OROP scheme. When in the opposition, the BJP supported its implementation to the hilt, but the Congress-led UPA government cited financial constraints in realising the scheme.
The scheme will be implemented once the modalities are approved by the Government. No Budget was allocated for the purpose in the Budget 2013-14. An estimated Rs 8,000 crore is likely to be allocated by the government to fulfill its commitment to the over 25 lakh ex-servicemen, who have been demanding OROP for several years.
The three Services, in the Joint Services Memorandum submitted by them to the Seventh Central Pay Commission have projected following major parity issues: Review and enhancement of Grade Pay of Service Officers and Personnel Below Officer Rank (PBORs); Initial Pay fixation of Lieutenant Colonel, Colonel and Brigadier equivalents; Placing of all Lieutenant General / equivalent in Higher Administrative Grade + (HAG+) scale; Grant of Non-Functional upgradation to Defence Services Officers; and Common Pay Scales for Junior Commissioned Officers (JCOs) / Other Ranks (ORs).
Due to a fear that civilian retired employees of the central government may also demand orop Defense Minister Manohar Parrikar reportedly decided to rename the defence pensions as military pension which could not possibly claimed by civilians sought to put the proposal before parliament in the budget session ii of the 2015 commencing from April 2015 and promised implementation in May 2015.
