AP power staff in TS in a bind

Hyderabad: The fate of the 1,250 electricity AP employees working in the Telangana State power utilities continues to hang in balance as the AP and Telangana State governments have failed to find a solution. The official level meeting held by the union Home Secretary LC Goyal in New Delhi on Friday, failed in its attempt to resolve the issue.
The Telangana State government rejected the Home Secretary’s and AP government’s request to implement the High court order directing the TS government to reinstate the employees and pay their salaries. The employees, who were relieved from service on June 10, are going without salary since then.
The TS government is understood to have suggested that a committee be constituted to resolve the issue, but the AP government rejected the proposal. The AP government argued that as the court had already issued orders, there was no need constituting a committee. The AP Energy Secretary, Ajay Jain, and his counterpart Arvind Kumar and TSGENCO Chairman and Managing Director D Prabhakar Rao and his AP counterpart K Vijayanand took part in the talks.
The Chief Secretaries of the two states I Y R Krishna Rao and Rajiv Sharma were also present. Vidhuyut JAC Convener V Anuradha said the aggrieved employees were demanding that guidelines be framed on the lines of the Kamalnathan Committee to shift the employees to the State of their origin. The AP government also expressed its readiness, but the TS government turned the proposal down.
The Government Orders ( GO- 25, 26, 27, 28 and 29) , issued by the Governor E S L Namarsimhan immediately after the division of State, clearly said the guidelines with the consent of the two governments should be framed before the transfer of the employees to their native places in both states. The Association already complained to Governor against the TS government on the issue recently.
