"A leadership quality needs to be developed to be a leader, when you establish that, people are affected, and you also want to work selflessly for others. Then, you don't need qualifications, people will make you leaders," he added.

Laying stress on the importance of his 'Digital India' programme, Prime Minister Modi said, "It is an empowerment tool, it is a part of our lives, more so, if we want to move forward towards a good governance."

"We cannot be left untouched by the Digital India anymore, it has become an essential part of our lives," he added.

Responding to a query on how the implementation of Digital India would take place without electricity, Prime Minister Modi said that there are villages with no supply of electricity.

"In the coming years, the government has taken up the effort to give power to 18,000 villages," he added.
