Organic farming IPM/NPM
IPM and INM have played an important role in quality enhancement by control of pest and diseases in hor- ticultural crops. Use of bio-inputs like T.Viridae, Pseudomonas, Neem Oil etc. not only reduced pesticide residue and improved the quality of produce but also enhanced market price of the produce. An area of 5883 ha under various fruit crops was covered under IPM / INM practices. A total of 14350 Light Traps were distributed to reduce pest incidence in Mango.

Vegetable Initiatives for Urban Clusters (VIUC) scheme is for Strengthening of Vegetable Value chain and creating Marketing linkages in 3 districts i.e. Mahbubnagar, Medak & Ranga Reddy which are main feeders of Hyderabad Market. Major components are Supply of Hybrid Vegetable seeds, Permanent pandals, Trellies, Shadenet houses, Collection Centers, etc., the outlay proposed under VIUC is Rs.625.00 lakhs.

Rastriya Krishi Vikas Yojna (RKVY) - Vegetables
• Rastriya Krishi Vikas Yojana (RKVY) (Central Sector Scheme) was launched in the State, in 2007-08 and implementation in Horticulture sector was started from 2008-09 onwards.
• This programme aims to achieve 4% annual growth and to increase public investment like infrastructure etc., and also to provide flexibility and autonomy in the process of planning and executing schemes in the Horticulture sector.
• The RKVY scheme in Telangana is projected mainly to implement the projects under integrated Vegetable production
• During 2012-13 an amount of Rs.18.96 crores has been allocated for implementation of RKVY programme.
• During 2013-14 an amount of Rs.13.96 crores has been allocated for implementation of RKVY programme
• A total outlay of Rs.34.15 crores has been proposed and Rs. 6.25 crores is allocated for the scheme “Vegetable Initiatives for Urban Clusters” during the year 2014-15.
• The new initiative in " Mana Ooru, Mana Kuragalu" under VIUC programme is implemented in Medak, Mahaboobnagar and Ranga- Reddy districts .
• The salient features of the scheme are Area expansion of Vegetables with Hybrid Vegetable Seed, Promotion of Vegetable clusters around Hyderabad with establishment of Collection Centers, assistance for Pandals & Trellies, Creation of Post Harvest Infrastructures like Pack Houses, and small shadenet nurseries raising seedlings for Vegetable Cultivation and shadenet houses of 1000sq.mts for cultivation of off-season and high value vegetables.
• New Initiative of Satellite Vegetable production centers is launched by organizing farmers into Vegetable Clusters with each cluster of 100 hectares are proposed. The production plan is based on Market arrivals & on Demand & supply. Each cluster is proposed with convergence of advance technologies like Shade net houses, pandals, trellis, Drip Irrigation, Mulching etc., and with Post Harvest Intervention and Market linkages by establishing collection centers per cluster.
National Mission on Oil seeds and Oil Palm (NMOOP)
• GOI sanctioned the oil palm development programme to Andhra Pradesh in 1992 under Technology Mission on Oil seeds & Pulses (TMO&P) and from 2004 under ISOPOM.
• A special initiative was undertaken under RKVY during 2011-12 for implementation of a Special Programme on Oil Palm Area Expansion (OPAE) in order to augment the production of palm oil by 2.5 to 3.00 lakh tonnes in the next 5 years.
• Till to date, under this Programme an area of 5911.29 Ha has been covered as against the target of 14,728 Ha.
• During 2014-15, GOI has launched National Mission on Oil Seeds & Oil Palm (NMOOP) duly discontinuing RKVY (OP) and an Integrated Scheme of Oil seed, Pulses, Oil Palm and Maize (ISOPOM) was merged with NMOOP.
Area Particulars
• Potential area : 0.50 lakh Ha.
• Area covered so far : 0.15 lakh Ha.(8,000 Farmers)
• Area Productivity : 12.0 tons FFB per Ha.
Oilpalm Impementing Areas:
• 52 mandals in 2 districts: Khammam (37 mandals), districts processing Units: 1 processing units with crushing capacity of 10 MTs/hour of A.P.Oil-fed at Khammam dist.
• Five Oil palm companies are operating in Telangana –M/s.A.P.Oilfed, M/s Godrej Oilpalm Ltd., Ruchi Soya, M/s Sarada Yellisala Agro tech Pvt Ltd, and M/s IRP Agri Tech Pvt.Ltd.
DEVELOPMENT OF FLORICULTURE
(Rose, Chrysanthemum, Marigold, Gladiolus and Jasmine)
Objective
To bring in additional area under identified flower crops with improved / hybrid varieties and income generation to the small and marginal farmers.
Selection of Beneficiaries
• The scheme is meant for small and marginal farmers.
• SHG members and women farmers SC & STs should be given first priority under this scheme
• Maximum limit per beneficiary is 1 ha @ 20000 / Ha.
• Pattern of Assistance:
• 50% of the cost is provided as assistance on plant material or seeds and input cost or the actual cost whichever is less on the total cost of planting material and inputs.
• The assistance is provided on plant material or seed cost.
• The cost to be incurred for other components like preparation of the land, pitting plant protection and cultivation practices will be borne by the beneficiary.
• The cost of plant material and other inputs are calculated based on the requirements and existing rates as per the guidelines.
• A farmer will be eligible for receiving assistance, normally for one crop.
Procedure for Implementation
• Beneficiaries shall be selected in new clusters under this programme during 2013-14. The assistance under this component shall NOT BE EXTENDED to the beneficiaries already covered during previous years. The ADHs and HOs should be cautious while selecting the beneficiaries.
• The beneficiary shall apply to the Horticulture Officers in the format prescribed along with the original Pattadar passbook for verification and a photocopy of the land document along with photograph of the farmer in the plain field land where the farmer proposed to cultivate flower crop.
• Horticulture office should maintain the photographs of the field along with farmer before and after planting the crop.
• The ADHs are required to verify 20% of the area of the scheme and record the yield data and submit to the Commissioner of Horticulture along with success stories. A record of inspection done should be kept in office for record and future verification.
• Immediately after booking the expenditure under the scheme the ADHs should submit UCs along with Beneficiary list to the Commissioner of Horticulture.
• By 3rd of every month the progress reports in prescribed proforma (HO wise/ Target wise) should be submitted to the Commissioner of Horticulture.
Supply of Plastic Crates -2014-15
Objectives
• To create awareness amongst farming community about post harvest management and quality improvement.
• To reduce post harvest losses and transport losses.
• To improve quality of produce thereby promotion of exports and fetching better price for the produce.
• Selection of Beneficiaries:
• SF, MF, Gen, SC, ST & Women category farmers growing Horticulture crops are eligible.
• ADHs shall be cover the SC & ST beneficiaries as per the norms.
Pattern of Assistance
The subsidy will be allowed at 50% of the cost or Maximum of Rs.122.50/- for 48 Lts whichever is less for each Plastic crate and maximum ceiling is 40 crates per farmer. Those obtained the same benefit in the previous years are not eligible.
Procedure for Implementation
• The ADHs should not exceed the targets.
• The concerned Horticulture Officer shall collect the filled in application prescribed by the Department, Xerox copy of land document (duly verifying the original pattadar pass book or any other land document) and the D.D towards the non-subsidy portion from the farmer.
• The Horticulture Officer shall submit the application along with the necessary documents to the Assistant Director of Horticulture for sanction.
• The Asst. Director of Horticulture duly verifying the documents shall place indents to the approved firm duly mentioning the delivery places.
• The empanelled firm done by M/s. AP Agros i.e. M/s. Angel Plasto Craft, Hyderabad is only eligible to supply the Plastic crates.
• The concerned Horticulture Officer / Field Consultant should explain the details of subsidy and non subsidy particulars to the identified Beneficiaries, who are enrolled in the scheme. The identified farmers should pay the non subsidy amount in the shape of DD in favour of the concerned firm i.e. M/s. Angel Plasto Craft, Hyderabad will be submitted to the concerned ADH.
• The concerned ADH will issue a purchase order along with the DD of non-subsidy amount to the approved firm empanelled through Agros with a copy marked to concerned farmer under intimation to Commissioner of Horticulture.
• The firm should deliver the desired material to the farmer.
• The approved firm should furnish bank account number along with the IFSC codes to concerned ADHs for payment of subsidy.
• The original invoices / bills and purchase order of the firm empanelled through Agros will be retained at concerned ADH office only.
• During disbursement of material to the farmer, the concerned HO, authorized supplier and Agros representative should take a photo along with the material.
• The payment of subsidy amount to the concerned supplying firm and service charge to the AP Agros should be done by the ADHs directly duly sanction approval of the District Collector.
• The ADH should take up 40% verification of the programme and submit the verification report, U.Cs along with list of beneficiaries to this office immediately after booking of the expenditure under this scheme.
