New Delhi: Chief Minister N Chandrababu Naidu urged the Apex Council formed to resolve Krishna Water dispute with Telangana State, to put on hold the construction of Palamuru Rangareddy Lift Irrigation Scheme and Dindi LI Scheme till they were properly appraised by the Krishna River Management Board and Central Water Commission and sanctioned by the Council as per the provisions of AP Reorganisation Act, 2014.
Presenting his argument before the Council here on Wednesday, Naidu said the Ministry should be directed to expedite notification of jurisdiction of KRMB as required by section 87 of AP Reorganisation Act.He said pending such notification, the head regulators and other off takes of the common reservoirs of Nagarjuna Sagar and Srisailam Projects falling in the territories of two States must be allowed to be operated by respective States.
He appealed to the Council to keep the diversions of Telangana, an upper riparian State, in mind while considering the issue of principles of sharing of water diverted from Godavari to Krishna as per the Krishna Water Disputes Tribunal – I He said the Reorganisation Act was specific in saying that no new projects could be taken up by the States without obtaining the permission of the Apex Council.
As per Para 10 of the Eleventh Schedule of AP Reorganisation Act, only Handri Niva, Telugu Ganga, Galeru Nagari, Velugonda, Kalvakurthi and Nettampadu could be taken up. He said his Government had already filed its protest before the Krishna River Management Board, the Central Water Commission and the Ministry of Water Resources in this regard.
The two LI Schemes notified by the Telangana government through GO Ms Nos. 72 and 105 were entirely new schemes as they proposed to utilise the waters from the foreshore areas of Srisailam Reservoirs and not from Jurala Project. Under the Eleventh Schedule of the Reorganisation Act and other provisions, they should have mandatory clearances, he said explaining the impact of the new projects on the existing ones.He urged the Council to seek the Detailed Project Reports of the proposed LI Schemes by Telangana for scrutiny.
On the Godavari Waters issue, Naidu said Telangana was in the process of diverting 211.145 tmc ft of the same to Krishna basin through various projects and therefore AP was entitled to a share in the same.
