The local body elections, which will be conducted for the first time after the formation of the State, can be considered important for both the ruling and the opposition parties. The winners of these elections will have the opportunity gain lead for the next assembly and parliament elections.

Last Panchayat elections were held in June-July of 2013. The term for the present ruling parties will end in August 2018. It seems there is a chance for out-of-turn elections. It is believed that the Election Commission may release the draft voters’ list and final list by the end of May.

There is also a chance of implementing NOTA for the Panchayat elections. It may be recalled that NOTA was first implemented in the previous Assembly elections. The changes in the voters’ list will be made based on the newly-formed districts.

The objections may be received at Gram Sabha after the voters list is read in front of villagers. Camps will be conducted at polling stations for receiving objections and making changes in the voters’ lists. Steps are being taken to complete the process in two phases.

There are as many as 205 Gram Panchayat in the district. The district population, according to 2011 census, is 10,69,261, including 5,36,871 women. According to the guidelines of EC, each polling station should have 1,000 voters in case ballot boxes are used.

If EVMs are to be used, the number of voters per polling station could be increased to 1,200. Every Panchayat must have a polling station. It should be seen that no voter has to travel more than a kilometer in order to cast his/her vote. Even agencies shouldn’t be taken for granted.

District Panchayat Officer Asha Latha said she received directions from the higher officials to make the ballot boxes ready. She also said she has exercised on the availability of ballot boxes and their conditions. She doesn’t have any information regarding out of turn elections.
