The government’s fresh decision also gave ample indication that the total number of districts would grow beyond 30 as against the earlier proposal to increase the districts to 23 or 24.

Announcing action plan for the creation of new districts, Chief Minister K Chandrasekhar Rao reviewed the proposals prepared by the district Collectors on the last day of two-day workshop conducted here.

He asked the officials to ensure the number of mandals in every revenue division should be between 10 to 12 and two Assembly constituencies. Each Assembly constituency would have 5 to 6 mandals. The population in every rural mandal would be 40,000 to 50,000 and 1.50 lakh in an urban mandal.

The officials said the calculations made by the Chief Minister with regard to the allocation of 5 to 6 mandals in each Assembly segment gave a clear picture that the total number of mandals would increase to around 700 as the total number of Assembly segments in the state are 119.

As announced the new districts would start functioning from Dasara on October 11 this year, KCR directed the Collectors to submit a comprehensive report to the CCLA (Chief Commissioner Land Administration) by June 20 which is to be forwarded to Chief Secretary Rajiv Sharma.

Under the action plan, views from MLAs, MLCs and other people representatives and public opinion would be completed by June 30. Another round of meeting with the Collectors is called on July 5. An all-party meeting would be organised on July 10 or 11 and the issuance of draft notification would be done between August 4 and 10. The objections would be received within a month from the date of issuance of the notification.

The Chief Minister wanted the district division should be done in a scientific way besides considering people’s sentiments and development of the new districts. He cautioned the officials not to succumb to political pressure or individual views and instead seek public opinion before reorganizing the mandals. “Give up hard and fast thumb rule and provide opportunity to express people their grievances in the official process,” he said.

Pouring demands for new districts and mandals form political and social organizations, strengthening of the collectorate and mandal administrative system, hurdles in the reorgansiation of mandals in the agency areas and promotion of every district head quarter as centre of development were also discussed in the daylong meeting.

Deputy Chief Ministers Mahmud Ali and K Srihari and ministers N Narasimha Reddy, G Jagadish Reddy, P Srinivasa Reddy and State Planning Board Vice Chairman Niranjan Reddy and Chief Secretary and officials from the Revenue Department were present.
