The officials said that no audit was conducted to ascertain the authenticity of the registrations done in all 141 Sub Registrar offices in the 10 districts of Telangana since 2014. The basic objective of the audit is to verify the sale deeds, link documents and previous title deeds and find out if there are any irregularities in the official process.

It is mandatory to conduct audit every six months and to take action if any irregularities are found in the registration process. Asked why no audit was done, the officials said the Audit- District Registrar (ADR) offices have been dysfunctional for the last three years.

After the bifurcation of Andhra Pradesh, the post of ADRs had fallen vacant in the department as all the ADRs have got promotions. Since then, no recruitment was taken up to fill the vacancies from Sub Registrar and DIG-level posts in the department, state DIG (Registrations) Madhusudhan Reddy said.

The audit reports submitted by the ADRs would usually be studied jointly by the Revenue and Registration & Stamps Departments to protect government and forest lands and detect illegal registrations done by private persons in collusion with some corrupt officials.

The officials said the strict audit system in the department has curbed encroachment of lands successfully in the erstwhile Andhra Pradesh. The role of ADRs is to verify all documents and conduct field visits if necessary along with local authorities and prepare status report of the property with evidences.

The recent multi-crore land scam was unearthed in Miyapur only because of the audit conducted by the department after the ADR was appointed recently who had conducted audit on all land registrations in Hyderabad and Ranga Reddy districts.

Regular auditing of the registrations would not only help check irregularities but also plug loopholes in the registration process. It will also provide more revenue by arresting evasion of stamp duty during registrations, the officials said.

The department has requested the government to take measures for recruitment of ADRs and strengthening of the ADR offices in every district.
