New Delhi: Former Minister and former Vice- Chairman of NDMA Marri Shashidhar Reddy, here on Friday, urged the Ministry of Environment to postpone the proposed Environmental Public Hearings on Kaleswaram project in view of violations of the basic procedural norms. The hearings are scheduled between August 22 to 26.

He explained to the Secretary of the Ministry, Ajay Narayan Jha, on Friday that the Kaleshwaram Lift Irrigation Project had been redesigned by the State government and the hearings are proposed to be held at 15 locations. The project is estimated to cost Rs 80,000 crore. The project would have a serious impact on the economy, environment and social development of Telangana State.

The draft Assessment report uploaded by the Telangana State Pollution Control Board was very brief and inaccessible to the people and the final report was not available yet, he told the Secretary. Moreover, the reports were general in nature and did not follow the norms or model prescribed. Actual hearing locations were far from habitations and the notification had not been published in two newspapers as per the norms.

In addition, the government was using the police against people gathering at the hearing locations citing various provisions. Hence, there was no space for public debate and opinion sharing on such a huge project. He urged the Secretary to ensure wide publicity for the hearings and representation of NGOs' at the hearings.
