Clean Authority of Telangana on the anvil

The government is likely to come with a Bill for the purpose in the ensuing budget session of the Assembly in February 2018.

Hyderabad: Alarmed by the growing threat of pollution, Telangana government is set to bring a ‘Clean Authority of Telangana’ to deal with the menace of solid waste, waste water and air pollution in all Urban Local Bodies (ULBs) in the state. The government is likely to come with a Bill for the purpose in the ensuing budget session of the Assembly in February 2018.

“The authority will be an independent and exclusive body in the state” said Municipal Administration and Urban Development Department Secretary, Navin Mittal. According to him, the authority will be given all powers to address the solid and liquid waste management and also air pollution. At present, municipalities and municipal corporations have been given the responsibility of waste management.

Due to being over burdened by other responsibilities like infrastructure development and the betterment of civic amenities and paucity of funds, the municipal authorities failed to address the vital issue of waste management effectively.

Since the State Pollution Control Board had its own limitations in addressing the solid, liquid and air pollution matters, the official said that the authority will have its own network and establishment in every municipality. In the GHMC limits, the Water Board and Corporation will be relieved from the responsibility of solid waste management and drainage system and the authority will take over that responsibility.

Initially, the authority will start functioning in all municipal corporations including Karimnagar, Warangal, Nizamabad and Khammam. In the second phase, government will create cluster of municipalities for solid waste management through the authority. Majority of the municipalities do not have any logistic support for solid management.

The government will also rope in private agencies to help the authority function successfully. External funding and government support will be extended to the authority to equip it with advanced technology. A team of MA and UD officials will go to Japan to study the implementation of the authority similar to the proposal made by the state government in January first week. Based on the recommendations made by the officials, government will prepare the Bill.
