Hyderabad: Private school teachers in Telangana have stepped up their demand asking the State School Education Department (SSED) to address their grievances by issuing a GO just as the way AP government is doing now.

The Private School Teachers Associations (PSTAs) in AP started demanding implementation of GO Ms No 1 of 1994 in December last year. The issue was further taken up by the MLAs and MLCs cutting across party lines in the AP Assembly. Subsequently, the HRD Minister Ganta Srinivasa Rao convened a meeting with the school managements, PSTAs and parents and discussed the issue. Consequently, the Andhra Pradesh State School Education Department (APSSED) issued proceedings making it mandatory to implement the regulations from the ensuing academic year of 2018-19.

Speaking to The Hans India, Telangana Private Teachers Forum (TPTF) state president Shabbir Ali asked, “We have been knocking every door of the officials from mandal to state level in the Telangana State School Education Department (TSSED) since the creation of the separate state. However, till date there is no concrete action coming forth either from the TSSED or the State government, he added.

According to the proceedings issued by the APSSED, as per the rule 18 of the GO No 1 of 1994, from now on, school managements should make payment of salaries to the school staff through banks by first of every month. Besides, they should also extend all other benefits like gratuity, teacher’s provident funds, group insurance and others.

That apart, as per Rule 20 of the same GO, every school should submit the Annual Administration Reports (AARs) for every financial year by September 30, at the latest, along with audit reports with supporting documents certified by chartered accountant.

Also, issue of identity cards to the staff working in the schools, submission of AARs to the competent authorities, the new proceedings of the APSSED also specified that all school managements should upload the fee being collected during the academic year 2017-18 and fee to be collected during the academic year 2018-19 on that school education department website.

Besides, it was also made mandatory to display fee against each class being collected at two prominent places in the school premises so that parents could make out if a school is collecting more than the fee displayed. Also, the school managements were asked to ensure that the teachers working in their schools take the Teachers Education Training (TET) examination being conducted by that APSSED. Without which, their appointments shall not be confirmed.

On the top of it all, the Regional Joint Directors and DEOs of the school education department have been asked to communicate the proceedings to the private school managements. Because, as there will be “action without further notice” against the erring schools. While all this has been happening in the neighbouring state, not a single measure has been taken in this direction in Telangana leaving both teachers and students in a lurch, Telangana Private Teachers’ Forum president Shabbir Ali said.
