Fund crunch cripples growth: Warangal Zilla Parishad
In the face of acute fund crunch that is threatening to derail the local self-government institutions, it’s no exaggeration to say that the Zilla Parishads have been reduced to namesake entities. Warangal ZP is no different.

Warangal: In the face of acute fund crunch that is threatening to derail the local self-government institutions, it’s no exaggeration to say that the Zilla Parishads have been reduced to namesake entities. Warangal ZP is no different.
But for the Central government’s ‘Best Zilla Parishad’ award that hit the headlines last year, it has achieved nothing significant in last three years. As the current body of the zilla parishad completes three years in office on Wednesday, a majority of members, including ruling and Opposition party, didn’t even turn to celebrate.
Speaking to The Hans India, ZP Chairperson G Padma said: “We have done our level best with whatever funds available. With the 14th Finance Commission had mandated devolution of funds only to gram panchayats, the ZPs are not getting funding from the Centre. As a result, we are experiencing difficulty in fulfilling the needs of the people.”
Despite the fund crunch, we were able to achieve some sort of development, she said, referring to the Centre’s ‘Best ZP’ award for Warangal. During the last three years, the administration focused on tackling the drinking water crisis spending Rs 29 crore, Padma said. This apart, Rs 7.29 crore has been spent on construction of CC roads under Employment Guarantee Scheme, she added.
Congress Floor Leader in the ZP and Mahabubabad ZPTC Mulagonda Venkanna said: “Each ZPTC member barely received Rs 40 lakh to Rs 45 lakh for developmental works in their respective territorial constituency in three years.
During the Congress regime up to 2014, each ZPTC received at least Rs 2 crore funds for developmental activity.” Fearing backlash from people, the ZPTCs are not even visiting villages, he said.
The ZP members, who went to Kerala on study tour last year to adopt the successful measures being practiced by the local bodies there, sought the State government’s support to implement them, but in vain.
Moreover, the general body meetings have become a mere formality as majority of district officials and people’s representatives showing no interest. Since Warangal was split into five districts, the situation has become even more difficult as officials from five districts had to attend the meetings.
