Bengaluru: Union Minister H.D. Kumaraswamy has criticised Chief Minister D.K. Shivakumar over his statement that the Karnataka government was consulting legal experts on the possibility of shutting down the Karnataka Public Service Commission (KPSC). Kumaraswamy, in a statement, questioned the Chief Minister’s understanding of the statutory framework governing the recruitment commission and said the institution should not be blamed for alleged irregularities attributed to individuals.
He said the KPSC as an institution was functioning, but alleged that “wrong people” had been appointed to positions within it. Kumaraswamy also questioned who was responsible for appointing officials against whom allegations had emerged and who had allowed alleged irregularities to take place. Referring to Shivakumar’s proposal, Kumaraswamy said closing the commission would amount to addressing the institution rather than those allegedly responsible for wrongdoing. He used Kannada proverbs to criticise what he described as an inappropriate response to the problems facing the recruitment body. The Union Minister advised the Chief Minister to understand the structure, functions and constitutional safeguards associated with the KPSC before making statements about its closure. His remarks came a day after Shivakumar said the government was examining whether the KPSC could be shut down within the legal framework. The Chief Minister said he was consulting experts following allegations of irregularities in recruitment conducted through the commission.
