The 1,000 days of the Congress rule has to be seen in the background of the previous decade of development experience of Telangana, after state formation. Bharat Rashtra Samithi missed a great golden opportunity to build a humane and democratic Telangana by laying foundations for accessible education and affordable health architecture.
The Congress victory certainly raised new expectations. So far as education and health are concerned, we did expect there will be a policy shift. Unfortunately, it did not happen. Employment was totally ignored in the BRS period. In the Congress rule, some steps were taken but they are too scarce, given the magnitude of the problem. In a way, the Congress got into the so-called global model of development and there is no way it can wriggle out.
The only marginal difference we noticed is some opening of some democratic space. In the last six months, even that space has been shrinking. As usual, the Congress is lost in its internal squabbles.
On education policy, I am extremely disappointed. There is no policy direction. School education is in a mess, and higher education is a huge tragedy. The bigger tragedy is that the political alternatives are no better. The Congress has some flickering hope if it can go to some fundamentals and listen to the marginal voices keeping their ears to the ground.
