Hyderabad: Revenue, Housing and Information & Public Relations Minister Ponguleti Srinivasa Reddy has said the Telangana government has taken another significant step towards resolving long-pending land-related issues under Section 22-A and providing relief to property owners facing registration hurdles.

Addressing a review with revenue officials on Saturday, Ponguleti Srinivasa Reddy directed officials to continuously monitor the implementation of recently issued orders relating to Section 22-A. Guidelines were issued to District Collectors through Memo No. 48062/ULC/A1/2026, directing them to take necessary action on eligible applications.

The Minister said a memorandum had been issued to address the problems faced by owners of patta lands that had been originally classified as agricultural but were subsequently used for residential purposes without completion of the Non-Agricultural Land Assessment (NALA) process.

As per the instructions, Collectors have been asked to examine applications based on revenue records, land rights, ownership details, and ground-level conditions. Where the applications are found eligible, registration can be facilitated after payment of the applicable NALA conversion charges and other government fees as per rules. The Collectors have been directed to ensure that the process is completed transparently and within the stipulated time frame. They have also been instructed to avoid unnecessary delays and repeated visits by applicants to government offices. Eligible applications should be processed promptly, and district authorities have been asked to submit reports to the government on the progress of implementation.

The Minister said the decision would provide relief to families, particularly middle-class households, who have been unable to sell their properties or obtain loans against them because of classification and registration issues. He stressed that government decisions should be implemented effectively at the field level and called upon officials to discharge their responsibilities with sincerity and accountability.

The Minister said the latest move was part of the government's efforts to fulfil assurances given by Chief Minister A Revanth Reddy in the Legislative Assembly on the September 16th.

Following consultations with other Ministers, steps were being taken to resolve 10 to 12 categories of Section 22-A issues on a fast-track basis, he said.

A high-level committee was constituted within 24 hours of the Chief Minister's assurance. Subsequently, memos were issued in accordance with G.O. 118 and G.O. 76. Orders have already been issued to facilitate registration of houses, plots, and flats having approvals from GHMC, HMDA, DTCP or municipal authorities, even if they had previously been included under Section 22-A.

The government has also issued orders addressing long-pending Urban Land Ceiling applications. The latest memorandum concerning patta lands without completed NALA conversion is another step in the ongoing process of resolving Section 22-A-related land issues.
