Dues to MCD from parking from operators cross Rs 80 cr

New Delhi: The MCD has accumulated over Rs 80 crore in unpaid licence fees and contract dues from parking operators over the last three years, official documents showed.

The figures were disclosed in response to a short notice question raised by BJP councillor and Standing Committee member Hem Chand Goel during the committee’s meeting at the Civic Centre on Thursday.

Despite holding earnest money deposits and advance security amounts totalling nearly Rs 109 crore, the civic body faces persistent non-payment issues from contractors, triggering default notices, security forfeitures and contract cancellations, it revealed in its answer.

The revelation comes alongside an ongoing overhaul of the Municipal Corporation of Delhi’s (MCD) parking infrastructure.

Of the 374 currently operational parking sites across various zones, including Civil Lines, Rohini, Karol Bagh and City-SP Zone, 25 contracts have expired and are included in the re-tendering process, while renewal or re-tendering procedures remain stalled at various stages for 155 sites, the civic body stated.

Data submitted by the municipal corporation details revenue collection across 433 surface parking sites and 30 multi-level or mechanical parking facilities, 463 in total, over the last three financial years.

In terms of fiscal performance, parking revenue stood at Rs 179.45 crore in 2023-24, Rs 186.05 crore in 2024-25 and Rs 137.17 crore in 2025-26, while total revenue collected was Rs 253.93 crore, Rs 275.74 crore and Rs 265.58 crore, respectively. While total revenue peaked at Rs 275.74 crore in 2024-25 before dropping to Rs 265.58 crore in 2025-26, parking revenue fell sharply to Rs 137.17 crore, reflecting revenue leakages during contract transitions and ongoing default disputes.

It further stated that to address rising traffic pressure and boost municipal revenue, the MCD plans to develop and allocate 83 new parking sites in high-density and commercial zones.

Tenders for 34 parking sites have already been issued, with bidding for the remaining sites scheduled to be completed by November.

Officials said that commercial nodes and high-density traffic corridors have been identified for new parking development.

The civic body in its reply also stated that it is carrying out physical verification and creating a GIS-based digital database for all existing and newly tendered parking locations to improve oversight and check unauthorised operations.
