Vijayawada: Andhra Pradesh State government is still in a quandary over the means to be adopted to acquire land required for building capital in the vicinity of Vijayawada. Some of the proposals being made by one or the other Minister are coming under intense criticism, leading to the government walking a difficult tightrope in taking forward the project.

What is coming in the way of finalising the plans to build the capital city is that the government is unable to decide whether to go in for land-pooling (public-private-participation) or opting for acquisition of land from farmers straightaway. A proposal to carve up 30 per cent share to private builders in the land acquired for capital has come under intense criticism from all quarters. The opposition parties, particularly the two Communist parties, are in the process of devising a strategy to expose the “government’s pro-corporate stance.”

The government, according to informed sources, has proposed to acquire large chunks of land to build 40 story buildings. It has also pitched for entrusting the construction of such buildings to corporate builders. It is proposed to split up build-up area by allotting 30 per cent to the builder, 40 per cent to the land owner and 30 per cent to the government. The opposition and the farmers too are opposing the proposal tooth and nail because of the government’s intention to allocate share in the build-up area to one or the other corporate house. The farmers, too, are not in a mood to repose faith in the government’s assurance that 40 per cent of build-up area would be given to original land owner. Apart from it, there are no concrete indications from the Centre on the quantum of aid for building capital city.

Thus, the process of building capital for Andhra Pradesh seems to be stuck in limbo.
