WhatsApp Business messages will become a paid service starting October 1. Meta is removing the free status of "service messages" and introducing per-message charges for businesses using the WhatsApp Business platform. This change will affect businesses in India and other markets; Meta has indicated that service messages will be billed at the same rates as utility and authentication messages in each market. The social media giant has also warned businesses that fail to register a payment method by September 30 that it will stop delivering service messages once the charges take effect.
The company stated: "For any solution provider or directly integrated business that does not have a registered payment method by September 30, 2026, Meta will stop delivering service messages from the moment billing begins on October 1, 2026." This change means businesses will have to pay even for certain responses sent within WhatsApp's 24-hour customer service window.
WhatsApp Business messages to become paid: what this means for users
Currently, Meta charges businesses for marketing, utility, and authentication template messages, while non-template service messages have been free since November 1, 2024. Utility messages sent in response to users within an open 24-hour customer service window have also been free since July 1, 2025.
Starting October 1, Meta will charge for both service messages and utility messages sent in response to users. Service messages are non-template responses managed by a human customer service representative or a third-party AI solution. They can only be sent when the 24-hour customer service window is open, meaning businesses cannot use them to initiate conversations with customers.
How much will WhatsApp Business messages cost in India?
Meta states that service message rates will vary by market and match the rates for utility and authentication messages. The company published the rates applicable from October 1st on September 1st. For India, Meta Business Agent accounts use the Indian rupee (INR) as the billing currency. The global Business Agent rate is converted to INR using the daily exchange rate in effect at the time of message delivery.
Meta Business Agent messages are already subject to charges. As of August 1st, Meta began charging for these messages based on ‘token’ consumption; a single charge covers both AI processing and message delivery. Meta indicates that the global rate is $2 per million ‘tokens’. A typical message uses between 20,000 and 25,000 ‘tokens’, equating to approximately 4 or 5 cents per message. More complex interactions may consume more ‘tokens’ and, consequently, incur a higher cost.
What changes for businesses from October 1
Meta's new pricing structure means that any non-template message sent by a business will fall into one of two categories: "Service" or "Meta Business Agent." If the response is generated by a human or a third-party AI system, it will be classified as a service message and charged on a per-message basis. If the response is generated by the Meta Business Agent, it will incur a separate "Business Agent" charge based on token usage. Meta has assured businesses that they will not be charged twice for the same message.
The company also presented an example of a customer conversation. Under the pricing structure effective October 1, a conversation comprising a marketing message, two Meta Business Agent responses, one service response, and one utility message would trigger five charges. Under the previous structure, only the marketing message incurred a charge.
Payment deadline for WhatsApp Business
Businesses using WhatsApp Business via a solution provider or direct integration must add a payment method by September 30 to avoid service interruptions. Meta has announced that it will stop delivering service messages to businesses without a registered payment method once the new charges take effect on October 1.
The company has also enabled credit and debit cards as payment methods for Meta Business Agent accounts. Visa and Mastercard have been accepted since September 8; additionally, eligible businesses can use a line of credit with Meta and receive monthly invoices.
The free entry-point window remains unchanged. Messages sent within this timeframe-after a user arrives at WhatsApp via an ad with a direct link to the app-remain free to deliver, although Meta Business Agent messages may still incur charges for AI token usage.
