AP govt issues orders on BC reservations in urban local bodies
The Andhra Pradesh government has issued a Government Order finalising reservations for Backward Classes (BCs) in urban local bodies, including municipalities, nagar panchayats and municipal corporations.
The government approved the recommendations of a dedicated commission and said the combined reservation for Scheduled Tribes (STs), Scheduled Castes (SCs) and BCs must not exceed 50%. The allocations will be implemented in line with Supreme Court and Andhra Pradesh High Court directives.
Reservations for urban areas were determined using data from the Unified Family Survey and SGSW. Seats were allocated in order of priority: first to STs, then SCs and finally BCs. The BC quota was based solely on the dedicated commission’s report and recommendations, prepared in accordance with the Supreme Court-mandated ‘triple test’.
The coalition government has finalised reservations for mayors, municipal chairpersons and ward members through a rotation system. Future allocations will follow the reservation cycle used in 2021. If wards are delimited, a new reservation cycle will be introduced for ward members.
The Municipal Administration Department has been instructed to take further steps to implement the allocations. Principal Secretary S. Suresh Kumar issued GO MS No. 251.
The new order follows High Court directions concerning an earlier Government Order that provided 33.33% reservation for BCs. The commission was headed by retired IAS officer Rajiv Ranjan Mishra.
