Hyderabad: Assuming that the Telangana formation was already decided without hearing those affected, AIMIM on Tuesday said that it would oppose the AP State Reorganisation Bill-2013 if the party’s proposed amendments were not accepted by the government.
In his two-hour speech in the Assembly, MIM floor leader Akbaruddin Owaisi said, “the party accepts T formation as a ‘fait accompli’ but there are many a ‘lacuna’ in the Bill as per the proposed 31 amendments to the Bill.
Questioning the provisions for handing over of law and order in Hyderabad to the Governor, Akbar said that with such sweeping powers the Governor would become a ‘super power’ and the Chief Minister would be just a ‘Raj Pramukh’ without powers. And if communal forces came to power at the Centre then they could appoint a Governor of their choice, which would pose security threats to the minorities and other sections, including Seemandhra people, he warned.
Opposing Hyderabad as common capital for Telangana and the residuary State for 10 years, Owaisi said jurisdiction of the residuary State should be restricted to Khairatabad mandal as a temporary capital. The Centre should also announce the location of the new capital by the time the Bill was adopted. He opposed one High Court for both the States and continuation of local and non-local quota in education after the bifurcation.
The other demands include setting up a Minority Sub-Plan on par with SC, ST Sub-Plan, supply of Singur, Krishna and Godavari water to Hyderabad for drinking purpose, sanction of two thermal power projects for Telangana and to resolve assets and liabilities between the two states. Meanwhile, in the Council AIMIM MLC Syed Altaf Hyder Razvi said that his party was opposed to make Hyderabad as joint capital for 10 years with all powers vested with Governor of Telangana. If that happens then we also will witness situations which Delhi was now witnessing where the Delhi Chief Minister Arvind Kejriwal had taken to streets, he said.
