The two-judge PIL bench of the High Court at Hyderabad comprising of Chief Justice Kalyan Jyothi Sengupta and Justice PV Sanjay Kumar admitted a writ plea filed by COVA (Confederation of Voluntary Association) seeking directions to the authority for effective implementation of the provision of Compulsory Education Act, 2009. COVA sought a mandamus against the failure of education department in implementing necessary order or notification "for providing at least 25 per cent free seat to the children belonging to the weaker section and disadvantage groups of neighbourhood" and providing free and compulsory education till their completion of school. The petitioner sought directions to all unaided non-minority schools across the state of Telangana.
