Hyderabad: An exhaustive exercise to create new districts has nearly come to an end with district collectors on Monday submitting draft proposals recommending to the State government the creation of new districts each with at least 20 to 25 mandals by reorganising the existing mandals and revenue divisions.

Taking into consideration the proposals, an empowered committee has been constituted for the division of employees between the existing districts and the proposed new districts. Chief Secretary Rajiv Sharma, who held a daylong meeting with the collectors of 10 districts of Telangana, discussed issues mainly surrounding the creation of new mandals and revenue divisions and division of employees.

The collectors proposed creation of each new district with 20 to 25 mandals having 11 to 18 lakh total population. The strength of the employees would be between 10,000 and 18,000 in each district. The district authorities are of the view that limited number of mandals in each district would help achieve the goal of administrative convenience.

Since employees play a key role in the administration of new districts, the Chief Secretary asked officials to study the necessity of division of employees between the new and existing districts. CCLA (Chief Commissioner Land Administration) Raymond Peter was entrusted with the task of completing the division of employees besides demarcating boundaries between the districts and mandals in coordination with all departments.

The appointment of joint collectors as collectors, requirement of IPS rank officials, promotions in the key departments like Panchayat Raj and Rural Development, Revenue and Energy departments to meet the requirement of officials were also discussed in detail at the meeting. “Before July first week, there will be clarity on the allocation of employees,” a senior official said.

The Chief Secretary would hand over a report on the outcome of the meeting to Chief Minister K Chandrashekar Rao, who would call for a meeting with district officials in the next 30 days to finalise the creation of new mandals and districts.
